"The official NASA Catalogue of Manmade Material on the Moon lists 796 items, 765 of which are from American missions. Some as small as a pair of nail clippers, others consist of entire lunar rovers and probes that long ago crashed into the surface. We're not totally sure where all these items are, but they're definitely up there, cluttering the otherwise barren lunar landscape."

A nail clipper shouldn't be left as litter. Of course if you can't see it in the dust, or aren't flexible enough in your vacuum suit to pick it up, there's not much alternative to leaving it there. But a rover or probe? should be cleaned off and recycled, or at least gotten out of there.

Of course, lifting it off surface and getting it to someplace appropriate takes a lot more energy than picking an empty beer bottle up off the sidewalk and dropping it in the nearest trash can, or recycling bin if any are available.
